Vale Man Passes After Two-Vehicle Collision on Highway 201 in Oregon

MALHEUR COUNTY, Ore. — The Oregon State Police (OSP) is investigating a serious two-vehicle crash that occurred on Tuesday, November 4, 2025, at approximately 11:17 a.m. along Highway 201 near milepost 17 in Malheur County.

The preliminary investigation by OSP identified the involved citizens as Phillip Earl Kinstrand, age 70, of Vale, who was operating a northbound Pontiac G5, and Zachary Dean Piper, age 46, of Fruitland, Idaho, who was driving a southbound Freightliner commercial motor vehicle. Also in the Pontiac as a passenger was Kayla Diane Harlan, age 35, of Ontario, Oregon.

According to OSP’s initial findings, the crash unfolded when the northbound Pontiac entered the southbound lane for reasons that remain under investigation and struck the trailer of the southbound Freightliner. The impact was severe: the driver of the Pontiac, Phillip E. Kinstrand, was pronounced deceased at the scene. The passenger, Kayla D. Harlan, was seriously injured and transported to an area hospital for treatment. The operator of the Freightliner, Zachary Dean Piper, was not injured.

The crash site — a rural stretch of Highway 201 in Malheur County — was closed for approximately two hours while OSP investigated, causing significant traffic delays. Emergency crews from local agencies, including the Malheur County Sheriff’s Office and Vale Fire Department, responded to assist with traffic control and medical transport.

Victim Details

  • Phillip E. Kinstrand, 70, of Vale: Driver of the Pontiac, passed away at the scene.
  • Kayla D. Harlan, 35, of Ontario: Passenger in the Pontiac, sustained serious injuries and was hospitalized.
  • Zachary Dean Piper, 46, of Fruitland, Idaho: Driver of the Freightliner, no injuries reported.

Investigation and Roadway Conditions

OSP officials stated that the cause of the crash remains undetermined, but multiple factors are being examined, including vehicle speed, roadway conditions, mechanical issues, and potential driver distraction or fatigue. At this stage, there is no indication that impairment played a role.

Highway 201, where the crash occurred, is known for its narrow shoulders and frequent commercial-vehicle traffic. The road serves as a critical corridor connecting agricultural and industrial areas, making it a busy and sometimes hazardous route for both passenger and freight vehicles.

Investigators are reviewing the vehicle’s event data recorders and any available dashcam footage. Witnesses who may have seen the vehicles before the crash or have relevant information are urged to contact the Oregon State Police Southern Command Center.

Community Response

The community of Vale has expressed deep sorrow following the tragic passing of Phillip Kinstrand. Friends and neighbors describe him as a kindhearted man with deep ties to the area. His loss has been felt across Malheur County, where residents often describe Highway 201 as a road that demands constant vigilance.

Meanwhile, family members and friends of Kayla Harlan continue to request prayers for her recovery as she remains under medical care. The incident has sparked conversations about improving safety measures along the highway, such as adding rumble strips, widening lanes, and increasing signage visibility.

Ongoing Efforts

OSP’s Collision Reconstruction Unit continues to gather data to reconstruct the precise sequence of events leading up to the crash. The Malheur County Coroner’s Office will release the official cause and manner of death once the autopsy and toxicology results are finalized.

Authorities emphasize that it may take several weeks before the final report is complete. Once available, findings will help guide any potential roadway safety recommendations or enforcement changes in the area.

Remembering the Victim

Phillip Kinstrand is remembered as a devoted resident of Vale who often lent a helping hand to others and enjoyed the quiet rhythm of rural life. His unexpected passing has left a profound void in the hearts of those who knew him best.

As the investigation continues, the community stands united in offering comfort to the Kinstrand and Harlan families. The tragedy serves as a poignant reminder of how quickly life can change and the importance of caution on Oregon’s rural highways.

The Oregon State Police encourage all motorists to remain alert, avoid distractions, and remember that even brief moments of inattention can have lasting consequences.
